4.5 Vehicle and Road Safety

Drivers traveling for work or work-related duties, including LBTO and UA employees, visitors and contractors, shall adhere to all local, state and federal laws as well as the requirements of the LBTO Vehicle Travel Safety Requirements document, M004s00312. Further, all travelers to the observatory must adhere to MGIO requirements. UA employees are required to follow the UA Fleet Safety Policy. See documents under "Procedures and Requirements" below and be aware of related topics and HSE Manual chapters listed under 'Other Program Documents and Resources" below.

Driving is a high risk activity for everyone traveling to the observatory because of the nature and number of hazards, the frequency and duration of exposures, and the potential severity of impact from incidents, which includes serious injury and death.

Hazards of mountain driving include:
  • Narrow winding mountain roads without shoulders, and poor engineering.
  • Blind curves, steep drops, ditches, and culverts with NO guard rails.
  • Falling rocks and trees may be in roadway. Rough dirt roads.
  • Road crews, graders, loaders, logging trucks at work.
  • Large recreation vehicles, hunters, horses, deer, black bears or other large wildlife may suddenly appear.
  • Oncoming drivers may cross center line.
  • Poor or no visibility due to severe winter or monsoon weather –blizzards, heavy fog and rain.
  • Road washouts due to flooding.
  • Bad weather such as ice, deep snow and snow drifts, and severe wind storms.
Hazards of Arizona driving include:
  • Monsoon rains and flooding, including hydroplaning, loss of control, wash outs, and sudden rising water levels
  • Dust storms and loss of visibility
  • Snow, ice, sleet, and hail
  • Extreme heat and lightning
