removal of actuators jumping while rip

we analized the fastidagnotic log of last days and find that many actuators are jumping when the shell is rest. however, they work fine when the shell is set.

we decided to eliminate them

it would be better to recover them and implement a mechanism of avoiding the panic state when the shell is in rip

actuators removed
